Ubutegetsi bw'Ubucamanza

Nk’uko biteganywa n’ingingo ya 44 y’Itegeko Nshinga rya Repubulika y’u Rwanda ryo ku wa 4 Kamena 2003 nk’uko ryavuguruwe kugeza ubu, Ubutegetsi bw’Ubucamanza ni bwo murinzi w’uburenganzira n’ubwisanzure bwa rubanda, bwubahiriza iyo nshingano mu buryo buteganywa n’amategeko, akaba ari bumwe mu nzego z’ubutegetsi bwa Leta y’u Rwanda ari bwo Ubutegetsi Nshingamategeko n’Ubutegetsi Nyubahirizategeko.

Nk’uko biteganywa n’ingingo ya 140 y’Itegeko Nshinga rya Repubulika y’u Rwanda, Ubutegetsi bw’Ubucamanza bukuriwe n’Urukiko rw’Ikirenga. Ubutegetsi bw’Ubucamanza burigenga kandi butandukanye n’Ubutegetsi Nshingamategeko n’Ubutegetsi Nyubahirizategeko. Imanza zicibwa mu izina ry’abaturage kandi ntawe ushobora kwicira urubanza ubwe.

Ibyemezo by’ubucamanza bikurikizwa n’abo bireba bose, zaba inzego z’ubutegetsi bwa Leta cyangwa abantu ku giti cyabo. Ntibishobora kuvuguruzwa keretse binyuze mu nzira no mu buryo buteganywa n’amategeko.

Imanza ziburanishirizwa mu ruhame, keretse iyo urukiko rwemeje ko habaho umuhezo mu gihe kuburanishiriza mu ruhame byagira ingaruka mbi ku ituze rusange rya rubanda cyangwa bigatera urukozasoni.
