Article 144 of the Constitution determines that the Supreme Court is the highest jurisdiction in the country. Article 145 confers the Supreme Court the attributions of coordinating and overseeing activities of Courts and Tribunals, while ensuring judiciary independence.

The Superior Council of the Judiciary is established by the Rwandan Constitution of 04/06/2003 in its articles 157 and 158, amended to date. It is the supreme organ of the judiciary.

An organic law determines the Organisation of the Superior Council of the Judiciary.

That organic law determines the Competence of the Superior Council of the Judiciary.

The Superior Council of the Judiciary has an Executive Secretariat who is in charge of the daily management of the Council’s activities.
