SC Information 
Article 144 of the Constitution determines that the Supreme Court is the highest jurisdiction in the country. Article 145 confers the Supreme Court the attributions of coordinating and overseeing activities of Courts and Tribunals, while ensuring judiciary independence.

President of the Supreme Court

In Rwanda, The Supreme Court is the highest ranking court of the country, placed under its President’s authority, the essential mission of the Supreme Court is to ensure equitable law enforcement according to the logic of complementarity of powers in a democratic society.

The Judicial Power cannot therefore be considered like an entity which is separate from social life of which it is the regulator.  
Is it not obvious that the reconstruction of our society, which has been so much weakened by genocide and the 1994 massacres, supposes that  we appeal to our institutions for the return to the core values notably the democratic exercise of the power, the respect of human rights, the eradication of the culture of impunity as well as poverty reduction?
In an effort to achieve these objectives, the role of our jurisdictions, notably the Supreme Court, is not less important. We are convinced that non corrupt justice, which is fast and effective constitutes a solution to the most pressing challenges to the people of Rwanda: it is each one of our judges’ duty.(. . .) read more

EFS (Electronic Filing System) Jobs for Private IT operators. A new system for filing cases online has been implemented. the private IT operetors are there fore uged to make an effort to master this system which will increase jobs for them as most poeple will be using their serveices
to file cases electronically.


 66 (Sixty six) IT technichians have been hired to carry out Digitization of Judicial files since 2004 in all courts.

In July 2011, the Chief Justice Appointed a 14 man Committee to oversee Information Technology (IT) Governance in the Judiciary as well as ensure that implemented initiatives are better coordinated and are for the benefits of Judiciary constituents. The Judiciary is currently undergoing a transformation in the way it conducts its core business, by deploying a variety of ICT initiatives to enable us to achieve even greater efficiencies in the way service is delivered to the public. The JITCO is the Chief Justice’s peak Information Management advisor which has the responsibility for providing a framework to ensure that the Judiciary’s information assets, technology and ICT infrastructure:

  • are aligned with the Judiciary Strategic Plan as well as Judicial and operational needs;
  • are considered in institutional budgetary processes;
  • resources are used responsibly;
  • risks are managed appropriately;
  • ICT policies are developed, coordinated, communicated, and reviewed;
  • Performance is measured and assessed.

IT initiatives in the Judiciary. The Judiciary current IT initiatives include:

Digitization of physical files
The Judiciary is currently undertaking an initiative of digitizing its physical archives starting from 20004 to date. The initiative is already underway, and in its initial phase shall focus on all courts apart from the Primary Courts, which will be included at a later stage. To this end, the Judiciary has partnered wiht the HCID/RWANDA DEVELOPMENT BOARD who have provided more than 66 personnel nationals from their skills development programs who are involved in this project. This, after initial induction trainings has led to capacity building by exposing them to the diffrent functions and operations of the court system. Scanning and Computing Equipment have been provided to all the participants courts.

Computers in the Courtrooms
The Judiciary is currently working on a project to introduce computers in the courtromms. Int he first phase, ther will be a minimum of two computers per courtroom, each for a judge and registrar. Thereafter, resources will be sought to enable provision of a computer each ofr the litigation and defense inside the courtroom. This is hoped not only to reduce operational costs of the court system but also unsure that trials are smarter and smoother by having electronice versions of case material.*

Digital Court Reconding System (DCRS)
The Judiciary has implemented electronic recording of audio and video, initially in the commercial courts. This system enables courtss (currently available at the Commercial High Court, TC Nyarugenge and TC Musanze) to record digital audio and video of court proceedings. This system is currently in use.

Video Conferencing Facilities (VCF)
VCF facilitate remote court proceedings
Facilitates remote trainings and meetings

Blog of the Judiciary
The Judiciary has implemented and made available a judicial blog. The blog facilitates discussions on topical legal issues. This facility is available to all justice sector practionners and is available at the following address : www.blog.supremecourt.gov.rw

Electronic Case Filing (ECF)
The Judiciary has implemented a pilot phase of the Electronic Filing System. This system enables litigants to file and follow their case online at any time of the day, 24/7. Litigants and lawyers will not longer have to queue to subimit documents or obtain updates on cases. This system can be accessed at the following address : www.efs.supremecourt.gov.rw
