The President of the Supreme Court is responsible of the good functioning of the ordinary jurisdictions activities.
Then, after decision of the Superior Council of the Judiciary , he/she deyermines the Regulation of Internal Order of ordinary jurisdictions.
Duties of the Office of the President of the Supreme Court:

To prepare and organize meetings of the President of the Supreme Court in collaboration with the protocol and public relations service;

To organize important missions of the President of the Supreme Court in collaboration with the protocol service;

To receive the requests for audience to the President of the Supreme Court and to establish the schedule of them;

To prepare the speeches and various mails of the President of the Supreme Court;
-
To give recommendations and technical advice.

Prof. Sam Rugege
Rugege was educated at Makerere University in Uganda, Yale Law School in the United States of America and Oxford University in England where he obtained the LLB, LLM and D.Phil. degrees respectively.
He started his law career as a lecturer in law at Makerere University before being forced to flee the terror of the Idi Amin regime. He then taught at the National University of Lesotho and University of Swaziland rising to the position of Associate Professor.
During 1995, he was a Visiting Scholar at Cornell Law School where he taught African Law. His last teaching post before being elevated to the bench was in Cape Town, South Africa.As Professor of Law at the University of the Western Cape, where he taught Constitutional Law.
He is author of scholarly journal articles and has addressed
numerous conferences in many countries.
Rugege was appointed to the Supreme Court of Rwanda in 2004.
Since 2005, he has also been the Principal Judge of the First Instance Division of the Court of Justice of the Common Market for Eastern and Southern Africa (COMESA).
