The Courts

High Court

The organic law N° 51/2008 of 09/09/2008 determines its seconded chambers, its jurisdiction and its composition. The High Court has four (4) chambers on secondment based respectively at Musanze, at Nyanza, at Rwamagana and at Rusizi.


Competence of the High Court

The organic law N° 51/2008 relating to the code of judicial organisation, functioning and competence defines the competences of the High Court.


High Court Chamber of Rusizi

The High Court Chamber of Rusizi is located in Rusizi District, Western Province and covers the jurisdiction of the Intermediate Courts of Rusizi and Karongi. It has the same competence than those of the High Court.


High Court Chamber of Rwamagana

The High Court Chamber of Rwamagana is located in Rwamagana District, Eastern Province and covers the jurisdiction of the Intermediate Courts of Ngoma and Nyagatare. It has the same competence than those of the High Court.


High Court Chamber of Nyanza

The High Court Chamber of Nyanza is located in Nyanza District, Southern Province and covers the jurisdiction of the Intermediate Courts of Muhanga, Huye and Nyamagabe. It has the same competence than those of the High Court .


High Court Chamber of Musanze

The High Court Chamber of Musanze is located in Musanze District, Northern Province and covers the jurisdiction of the Intermediate Courts of Musanze and Rubavu. It has the same competence than those of the High Court .


Intermediate Court

The seat of each intermediate court is established by the Superior Council of the Judiciary after consultation with the Councils of the concerned Districts. An Organic Law determines the jurisdiction, the organisation, and functioning. Each intermediate court tries civil and criminal cases. It also includes specialized chambers.


The Intermediate court of Nyarugenge

 The Intermediate court of Nyarugenge is located in Nyarugenge, City of Kigali, and covers Nyarugenge District and Kicukiro District. An organic law defines the organisation, jurisdiction and functioning of Tribunals of High Instance.


Intermediate court of Gasabo

 The Intermediate court of Gasabo is located in Gasabo District in the City of Kigali, and covers Gasabo and Bugesera Districts. An organic law defines the organisation, jurisdiction and functioning of Tribunals of High Instance. 


The Intermediate Court of Nyagatare

The Intermediate Court of Nyagatare is located in Nyagatare, in Eastern Province, and covers Nyagatare and Gatsibo Districts. An organic law defines the organisation, jurisdiction and functioning of Intermediate Courts.


The Intermediate Court of Ngoma

The Intermediate Court of Ngoma is located in Ngoma, Easter Province, and covers Ngoma, Kayonza, Rwamagana and Kirehe Districts. An organic law defines the organisation, jurisdiction and functioning of Intermediate Courts.


The Intermediate Court of Muhanga

 The Intermediate Court of Muhanga is located in Muhanga, Southern Province, and covers Muhanga, Ruhango and Kamonyi Districts. An organic law defines the organisation, jurisdiction and functioning of Intermediate Courts.


The Intermediate Court of Huye

 The Intermediate Court of Huye is located in Huye, Southern Province, and covers Huye, Gisagara and Nyanza Districts. An organic law defines the organisation, jurisdiction and functioning of Intermediate Courts.


The Intermediate Court of Nyamagabe

 The Intermediate Court of Nyamagabe is located in Nyamagabe, Eastern Province, and covers Nyamagabe, Nyaruguru and Nyaruguru Districts. An organic law defines the organisation, jurisdiction and functioning of Intermediate Courts.


The Intermediate Court of Rusizi

 The Intermediate Court of Rusizi is located in Rusizi, Western Province, and covers Rusizi and Nyamasheke Districts. An organic law defines the organisation, jurisdiction and functioning of Intermediate Courts.


The Intermediate Court of Karongi

 The Intermediate Court of Karongi is located in Karongi, Western Province, and covers Karongi and Rutsiro Districts. An organic law defines the organisation, jurisdiction and functioning of Intermediate Courts.


The Intermediate Court of Rubavu

 The Intermediate Court of Rubavu is located in Rubavu, Nothern Province, and covers Rubavu, Nyabihu and Ngororero Districts. An organic law defines the organisation, jurisdiction and functioning of Intermediate Courts.


Intermediate Court of Gicumbi

 The Intermediate Court of Gicumbi is located in Gicumbi, Nothern Province, and covers Gicumbi and Rulindo Districts. An organic law defines the organisation, jurisdiction and functioning of Intermediate Courts.


 Intermediate Court of Musanze

 Intermediate Court of Musanze is located in Musanze, Nothern Province, and covers Musanze, Burera and Gakenke Districts. An organic law defines the organisation, jurisdiction and functioning of Intermediate Courts.


Common provisions for Intermediate Courts

Transfer of a case to the competent jurisdiction The Intermediate Court to which is referred an action whose competence is attributed to the Lower Courts decides not to proceed with it automatically, in favour of the competent Lower Courts to deal with that case. Verdicts open to opposition or appeal Verdicts rendered by Intermediate Courts. 


Lower Courts

According to an Organic Law N° 51/2008 du 09/09/2008, the seat of each Lower Court is determined by the Superior Council of the Judiciary after consultation with all the Councils of the concerned Sectors. Commercial Hight Court

Article 155 of the Constitution , establishes the jurisdictions of commerce (Commercial Hight Court and Commercial Courts) to judge commercial cases. An Organic Law determines the organisation, functioning and competence of the commercial jurisdictions.



High Military Court

Article 153 of the Constitution determines the creation of Military Jurisdictions. An organic law determines the bench, the jurisdiction and the Judges of the High Military Court. An Organic Law determines the bench, the jurisdiction and the Judges of the High Military Court.


The Military Tribunal

Article 153 of the Constitution determines the creation of the Military Jurisdictions An Organic Law N° 51/2008 determines the bench, the jurisdiction and the Judges of the High Military Court.


Commercial Courts

Article 155 of the Constitution , establishes the jurisdictions of commerce (Commercial High Courts and Commercial Courts ) to judge commercial cases. An Organic Law establishes the organisation, functioning and competence of the commercial jurisdictions.
