Rt. Hon. Justice MUKANTAGANZWA Domitilla
The Chief Justice
Rt. Hon. MUKANTAGANZWA Domitilla has been serving as the President of the Supreme Court and President of the High Council of the Judiciary since December 3, 2024. She is currently in her first five-year term, which is renewable once, as provided by Article 157 of the Constitution of the Republic of Rwanda.
She was born on November 11, 1964, in Kimihurura, Gasabo District, City of Kigali, Rwanda.
Rt. Hon. MUKANTAGANZWA Domitilla completed her Primary Education at Ecole Primaire de Kacyiru and her Secondary Education at Notre Dame de Lourdes de Byimana in Ruhango District, Southern Province (O’Level) and Lycée Notre Dame de Cîteaux, in Nyarugenge District, City of Kigali where she focused on Economics (A’Level). She studied at the Université Nationale du Rwanda (UNR) and obtained a Bachelor’s degree in Law (LLB). She further pursued a Master’s Degree in Peace Studies and International Relations and underwent a training in Leadership and Management, both at the Institute of Peace Studies and International Relations, Hekima University College, Kenya. She also completed advanced studies at the Institute of Legal Practice and Development (ILPD).
Her public service career began in 1987 in Commune Urbaine de Nyarugenge as Assistant Bourgmestre; Ministère de l’Intérieur et du Développement Communal and Ministère de l’Agriculture et de l’Elévage, as Legal Officer in the Division de la législation et du contentieux respectively.
From July 1994, she held various positions respectively in the Ministry of Social Affairs and Labour (MINITRASO) as Director General; United Nations Children's Fund (UNICEF) as National Project Officer in Charge of Unaccompanied Children Department; Constitutional and Legal Reform Commission as Commissioner; National Service of Gacaca Courts as Executive Secretary and Rwanda Law Reform Commission as Chairperson.
Hon. Justice HITIYAREMYE Alphonse
Deputy Chief Justice
Hon. Justice Alphonse Hitiyaremye was appointed Deputy Chief Justice on the 12th of December 2024. Prior to this appointment, Hon. Justice Alphonse Hitiyaremye has served in various positions within the Government of Rwanda namely as Communication, documentation and legal information Officer at Rwandan Embassy in Paris (1996-1997), Advisor of the Minister of Justice (1998), Human Rights Officer in the Ministry of Justice (1999), Regional Chief Prosecutor (Procureur de la République) 2000-2004, Inspector General of Prosecution (2004-2006), Deputy Prosecutor General (2006-2013), Judge of the Supreme Court before the 2018 reform (2013-2018), Judge of the Court of Appeal (2018-2019), Judge of the Supreme Court (2019- to date).
Justice Alphonse Hitiyaremye holds a Master’s in International Public Law from Kiev State University (1995, Ukraine). He has attended different trainings, like training in Legal aspect of economic reconstruction organized by International Development Law Institute, training in conflict resolution (TPN, Third Party Neutral) organized by Canadian Institute of Conflict Resolution, Internship in Human Rights domain at ULB (Université Libre de Bruxelles) and Strasbourg (France), Program on the United States Court System organized by The National Center for State Courts (USA).
Justice Alphonse Hitiyaremye, apart from being a judge of the Supreme Court, he heads also the Bureau of Anti-Corruption Committee in Judiciary of Rwanda.
MUKAMULISA Marie-Thérèse

Hon. Lady Justice M. Therese Mukamulisa was appointed on 5th December 2019 as the Deputy Chief Justice and Vice President of the Supreme Court.
Prior to her appointment, she was the Vice President of the Court of Appeal (2018-2019), a judge of the Supreme Court (2003-2018), and a Judge of the African Court of Human and People’s Rights (2016-2022).
Before joining judicial service, she served in various positions that inter alia include Member of the Constitutional Commission (2000-2003) that drafted the Constitution of 2003. She also served as Executive Secretary and Legal Counsel of an Umbrella of more than 30 NGOs (1997-2000). Prior to that, she was the Senior Counsel, Head of automobile litigations at SONARWA (the first insurance Company in Rwanda :1994 -1996) and a part time Lecturer at the University of Rwanda.
Hon. Lady Justice M. Therese Mukamulisa is a member of various professional associations such as the International Hague Network of Judges, Association of Family and Conciliation Courts, the Institute for African Women in Law.
Hon. Lady Justice M. Therese Mukamulisa holds a Master of Arts in Genocide Studies and Prevention (UR/CCM), Bachelor of Laws (LLB) from the University of Moncton (Canada), Bachelor of Law (Civil Law) from the National University of Rwanda.
Justice CYANZAYIRE Aloysie

Lady Justice Cyanzayire Aloysie was appointed at the Supreme Court since August 2018. Prior to her appointment, she held different positions including being Chief Ombudsman of the Republic of Rwanda(2012 – 2017); the first woman Chief Justice of Rwanda and President of the High Council of the Judiciary (2003 – 2011); Deputy Chief Justice and President of the Department of Gacaca Courts (2000 – 2003); Secretary General of the Ministry of Justice (1998-2000); Director of Legislation, Litigation and the State services to the community at the Ministry of Justice (1995 – 1998); Acting Director of Prosecution and Relation with Judicial Services at the Ministry of Justice (1994 – 1995); Judge at the Intermediate Court (1990 – 1994).
She also participated in other activities namely Vice-Chairperson of the East African Association of Anti-Corruption Authorities; Treasurer of the Association of Institutions responsible for the fight against corruption in African countries members of Commonwealth; Chairperson of the National Advisory Council in charge of fighting against corruption and injustice; Member of the Board of Directors of National Tender Board; Member of the Board of Directors of the Secretariat for privatization; Member of the Board of Directors of the National Agency for Production and Distribution of Water and Electricity (ELECTROGAZ); Member of the High Council of the Public Prosecution; Member of the High Council of the Judiciary.
She received awards and recognitions like recognition certificate by Women Leaders Network in collaboration with the Ministry of Gender and Family Promotion for the contribution as Chief Justice; Appreciation Award by the East African Association of Anti-Corruption Authorities for the service as Vice Chairperson of the Association.
Justice Cyanzayire Aloysie is a holder of Bachelor’s degree in law (Licence en Droit) issued by the former National University of Rwanda (NUR); and a Post Graduate Diploma in judicial practice at “Ecole Nationale de la Magistrature/ Section Internationale” in Paris (France).
She received various trainings precisely in Development and Competition Law at International Institute of Development Law in Italy; training in Legal Drafting and Interpretation of Laws at University of Ottawa in Canada; training in mediation skills by Edwards Mediation Academy.
Justice Richard MUHUMUZA

Hon. Justice Richard Muhumuza joined the judiciary as a judge of the Supreme Court of Rwanda in December 2016.
In the Judicial reforms of 2018, a new court, the Court of Appeal was created and assumed most of the responsibilities of the Supreme Court, including being the last appellate jurisdiction. Richard MUHUMUZA was among the judges from the Supreme Court who were appointed to the new court which was responsible for, among others, to deal with the daunting task of handling case back logs that had become a challenge to the Supreme Court due to its structural nature. He was re-appointed to the Supreme Court from the Court of Appeal on March 10th 2020, where he had served for two years as a judge. Currently Justice Richard MUHUMUZA also serves as a judge at the East African Court of Justice, a role he assumed since February 2021.
Before joining the judiciary Mr Richard Muhumuza had been the Prosecutor General of Rwanda and Vice President of the Prosecution High Council from 2013 to 2016. Prior to his appointment as the Prosecutor General, he had spent 15 years in various prosecutorial positions within the National Public Prosecution Authority. He served as Deputy Prosecutor General of the Court of Appeal in Ruhengeri and Nyanza Provinces; as National Public Prosecution Authority Chief Administrator for Huye and Nyarugenge Intermediate Levels between 2006 and 2011 and as National Prosecutor with the International Crimes Unit between 2011 and 2013.
Justice Richard MUHUMUZA holds a Bachelor’s degree in law and a Master of laws in International Criminal Justice and Human Rights Law from the University of Rwanda as well as various professional certificates in legal practice.
Justice Jean Bosco KAZUNGU

Hon. Justice Jean Bosco Kazungu graduated from Université de Liège | Belgium, was appointed Justice to the Supreme Court on the 31st October 2023.
Prior to this appointment, he served as a lawyer within various international and local institutions like ICTR | International Criminal Tribunal for Rwanda (2008), President of Rwanda Bar Association (1999), Lawyer to the Rwanda Bar Association (1997), Lawyer and Honorary lawyer to Barreau de Liège (from 1993).
Justice Isabelle KALIHANGABO

Lady Justice Isabelle KALIHANGABO has been appointed on the 20th October 2023 as a Judge of the Supreme Court of Rwanda. She was born on September 1971, in City of Kigali, Rwanda and originates from Western Province of Rwanda.
She completed her secondary school in Languages in APACOPE, Kigali (O’ level 1985 - 1987) and Groupe Scolaire Notre Dame d’Afrique, Nyundo (A’ level 1987 - 1991). She studied at Université Nationale du Rwanda (UNR) and obtained a Bachelor’s degree in Law (LLB). She further pursued post graduate studies and obtained a Master of Law in International Business Law from Queen Mary University of London in 2012.
She holds different certificates for attending courses in arbitration, mediation, Leadership, the bullet proof Manager, PPP and in International Contracts.
Lady Justice Isabelle KALIHANGABO has started her professional career as a Project Coordinator in HAGURUKA Association, an Association for defense of the rights of women and children (1997 - 1999) and as Consultant in the Ministry of Justice for a project of elaborating a law dictionary French-Kinyarwanda (1999 - 2000).
She joined the Public Service in 2000 when she was appointed Judge to the Supreme Court, in the Department of the GACACA Jurisdictions (2000 - 2004). Since then, she held various positions namely Judge to the High Court of the Republic (2004 - 2007), Assistant Attorney General in charge of the Legal Advisory Services in the Ministry of Justice (2007 - 2014), Permanent Secretary/Solicitor General of the Ministry of Justice of Rwanda (2014 - 2018) and Deputy Secretary General of Rwanda Investigation Bureau from 2018 until 2023 when she was appointed as Judge to the Supreme Court.
Lady Justice Isabelle KALIHANGABO has also served on different boards of Directors like HAGURUKA Association, PRO-FEMMES TWESE HAMWE, King Faysal Hospital, the Rwanda Media Council, and Rwandair.
